Poverty Drives Animal Disease Risks in Rural Cambodia
A study in Social Science & Medicine describes dead animal commerce as an economic safety net and a pathway of zoonotic exposure; earlier research with village animal health workers shows the limits of the para-veterinary system.

The emergence of zoonoses in rural Southeast Asia is recognised as a global threat, but the economic and material dimensions that influence spillover risk are poorly understood by institutional frameworks. An ethnographic study published in August 2026, with 60 interviews in Battambang, proposes reading farmers' practices as rational adaptation to structural constraints. Two studies with village animal health workers complete the portrait of the system.
Zoonosis prevention programmes tend to treat smallholders' practices as a problem of knowledge or culture. An ethnographic study published on 25 August 2026 in Social Science & Medicine reverses the lens: it examines how economic precarity, environmental degradation and inadequate veterinary services shape human–animal relations and animal health practices in three rural communities of Battambang province, Cambodia.
The material comes from ethnographic observations and 60 interviews with 55 people, conducted between December 2023 and July 2025. The authors document how farmers rationally navigate animal husbandry and disease management within structural constraints that limit their options. Rather than treating these practices as cultural barriers to prevention, the study describes them as adaptive responses to poverty, service gaps and ecological stress.
Dead animal commerce
The central example is the trade in dead animals, which functions at once as an informal economic safety net, allowing some value to be recovered from a lost animal, and as an unregulated pathway of disease exposure. The anthropological knowledge produced, which the authors call processual, relational and embodied, reveals the situated complexity through which animal health risks emerge and are managed in practice. The conclusion is that effective interventions must address the economic and environmental drivers of risk and partner with local community knowledge rather than attempt to replace it.
Who treats the animals in the village
In countries with low-capacity national veterinary services, the front line is held by para-veterinary systems. In Cambodia, the village animal health worker (VAHW) system was established in the early 1990s, with short training programmes aimed mainly at vaccinating cattle against haemorrhagic septicaemia. A study published in 2020 in Transboundary and Emerging Diseases, with 80 workers from two provinces surveyed in 2015, examined how often they were in contact with district animal health authorities responsible for national disease reporting. Income from VAHW activities and the frequency of farmer visits were associated with more frequent contact with the authorities. The study also recorded high inappropriate antibiotic use: almost 90% of workers reported using antibiotics to treat animals with foot-and-mouth disease, a viral disease. The authors suggested greater adherence to the World Organisation for Animal Health's competency guidelines for veterinary paraprofessionals if they are expected to contribute to national surveillance.
A second survey, published in 2022 in the same journal, assessed the knowledge, attitudes and practices of 80 workers from Tbong Khmum and Takeo provinces in August 2018. The mean animal health and biosecurity knowledge score was high, at 86%. Length of employment, reporting of pig diseases, recommending quarantine of newly purchased animals, treating haemorrhagic septicaemia with antibiotics and washing footwear when entering or leaving a farm were associated with the highest scores, 92% or above. For the authors, the correlation between biosecurity and reporting behaviours and knowledge level is evidence that improved training, with regular monitoring, can keep the workers a relevant support to national services.
Read in sequence, the three papers describe a system in which the workers' technical knowledge is reasonable, contact with surveillance depends on income and routine, and farmers' decisions respond to an economy in which a dead animal is still worth something. For professionals designing extension and surveillance programmes, including in Latin America, the message of the 2026 study is that information alone does not change a practice that solves a real economic problem.
